A BRIEF ON ETIDI PROJECT
Background of the Twinning Arrangement:
National Institute of Fashion Technology (NIFT)The Ethiopia Textile Industry Development Institute (ETIDI), Government of Ethiopia and India's have agreed on a Twinning arrangement to build the capacity of TIDI and technically transform TIDI to international standards in the areas of Training, Consulting, Research and Marketing, to serve the interest of the Garment sector in Ethiopia. This arrangement was agreed upon to ensure the Business Potential of the Garment sector is tapped to the fullest. The contract agreement for the twinning arrangement was signed between two parties on 19th March 2013 and the programme commenced from 27th June, 2013. The term of the contract agreement is for a period of 3 years which was extended for another two year with mutual consent. The targeted domain for capacity building & development under this programme were apparel marketing / merchandising & garment technology.
The aim & objective of the Programme:
The Aim of the Twinning Arrangement was to strengthen the capabilities of ETIDI to undertake Training, Consulting, Research and Marketing Support Services for the Ethiopian apparel Industry. Some of the core objectives of the Twining Arrangement are:
- To design a Management Structure of ETIDI to enable them facilitate & support the industry.
- Set up linkages with industry, TVETS and other institutions
- Build capacity to provide continuous training to its stakeholders and Industry.
- Upgrade skill & Knowledge of eligible ETIDI participants through higher learning at NIFT, India.
- To undertake applied research and consultancy in the areas of Marketing & Apparel Manufacturing.
- To develop capacity of ETIDI personnel to Benchmark implementation at industry levels.
Structure of the programme and implementation:
There were major two components of the project.
- Ethiopian operations
- India Operations
a.Ethiopia Operations:
At the inception of the Twinning Arrangement, NIFT in consultation with ETIDI 17 diverse activities encompassing various kinds of interventions and training activities were designed by NIFT. However, in view of the changing needs and role of ETIDI as support function to the fast growing Ethiopian Textile & Garment Sector, a number of activities initially planned were transformed into need oriented activities.
The first two years of the Twinning Arrangement was mainly focused on capacity building of the ETIDI human resources through training manual development and ToT workshops on various topics.
The last two years of the project was focused on capacity building of the Ethiopian garment industries through technical interventions and trainings in the areas of Garment manufacturing and Merchandising. Apart from these several other consultancy services have been provided like developing Marketing Strategy Document for Ethiopian T&A Sector, Industry Intervention Manual for ETIDI experts, Business plan development for Ethiopian Investors, Technical Feasibility study for business set-ups in various regions in Ethiopia.
Following the agreed Action Plan for the first year, a number of activities were undertaken. These activities received an overwhelming response from industry and helped the ETIDI and Industry whose requirements were met to their satisfaction. This was a result of the joint groundwork efforts done in the earlier months by ETIDI and NIFT team. Various activities such as Course Curriculum Developments (CCD), Training of Trainers (TOT), Customized Training Programmes (CTP) and a number of Industry interaction and attachment by NIFT experts were carried out.

Industry Interaction & Consultancy
To fulfil the requirements of the agreed activity plan under the twinning arrangement, NIFT experts along with ETIDI experts have undertaken a number of industry consultation projects. Initial visits have been made by the experts to many industries which provided an opportunity to identify the areas of intervention such as technical support and training etc. required by the industry. The management of factories highly appreciated the interventions undertaken by the experts and they are found to be very enthusiastic for improvement in areas to meet the global standards.

b.India operations:
Following the inception of the project, the agreement between NIFT and ETIDI was revised through mutual consent to address the evolving needs for capacity building at ETIDI. Under this revised agreement, NIFT and ETIDI agreed for capacity building of ETIDI personnel’s academically and vocationally at NIFT campuses in India.
Programmes conducted in India.
I.MDP for ETIDI Directors
Under the ambit of the Twinning Agreement, two Management Development Programmes (MDPs) were conducted at the New Delhi and Bengaluru campuses of NIFT with the objective to inculcate practical knowledge amongst the Directors of the ETIDI about the sector as well as to enhance competencies to plan and administer the immense responsibilities at their workplace. The programme was designed to provide a comprehensive exposure in the areas of Management Leadership, Financial Management and Project Management. The programme was customized for the four participants and covered a broad spectrum of practical exposure in the Indian industries, Production technology, Quality assurance, and marketing for apparel exports, Soft skills and Leadership. The programme received an excellent feedback from the participants.
II.MDP for ETIDI Experts
Two MDP programmes, one in Export marketing and merchandising and other in Industrial engineering of 45 days were organized at NIFT New Delhi from 26th Oct 2015 till 7th Dec 2015. A total of 10 ETIDI experts have been trained through these programmes. The objective of the program was to amalgamate theoretical principals and concepts with practical real life situations in Indian Apparel sector. The challenge of the program was to deliver the module in such a way that it balances the knowledge and exposure which ETIDI managers already had and scale it up by providing right mix of theory as well as practical exposure of Indian sector to add value to the team. The program was designed such that there was direct teaching session at NIFT and in the partnering factories. Throughout the MDP, NIFT Trainers regularly monitored the progress of on-floor learning of the participants. At the end of the programme, the ETIDI experts have been awarded Grade & certificate from NIFT.
III.Higher Education
Under this agreement, a total of 16 eligible ETIDI experts were given admissions in NIFT for pursuing Masters Programmes (M.F.Tech & MFM) at Delhi & Bengaluru NIFT campuses.
As agreed in the Twinning Arrangement, NIFT facilitated ETIDI experts to pursue Masters Programmes (MF Tech and MFM) at NIFT, Bengaluru, India in the academic session 2013-15, 2014-16 and 2017-19. Total 18 candidates pursued M.F.Tech programme and 08 pursued MFM Programme during the above academic sessions and have successfully completed the programme with commendable CGPA scores.
